			<content:encoded><![CDATA[<div><font size="2" face="Arial">Well we&#8217;re all celebrating the Fourth of July here in the US of A.  And a  Happy Fourth it is for all I hope.</p>
<p>But let&#8217;s not remember that the reason those patriots declared our freedom  from tyranny had a serious purpose.  Today I see, again and again, law  enforcement and other government agencies trampling on citizen&#8217;s rights just  because they feel they can.  Our present government has made a cause out of  dignifying and advancing the causes of the criminals of September 11th &#8230; those  murdering pukes were out to do what they could to destroy the American way of  life and now, from the President on down we all seem like willing sheep being  herded around with the attitude &#8220;If you have nothing to hide, why should you  care&#8221;?</p>
<p>Well my answer is, if you think the Fourth of July is something more than  picnics, furniture store sales an beer, you should care about the actual  principles of freedom that were declared back there in 1776.</p>
<p>Here&#8217;s an interesting video that might help you think about our Declaration  of Independence-granted rights versus the pabulum we seem to live under  now.</p>

<p>The Catch-62, as veterans call it, affects people who served in the military after 1956 and then were hired as civilian employees under the Civil Service Retirement System (CSRS) before Oct. 1, 1982, and who also are eligible for Social Security benefits.</p>
<p>Veterans under CSRS who want their military service to count toward their civilian retirement benefits must make a deposit to the Civil Service Retirement fund amounting to 7 percent of their military earnings. They have to hand over the money before they retire. Veterans hired under the Federal Employees Retirement System must make a deposit worth 3 percent of their military earnings. Veterans make interest-free deposits during the first three years of employment as civilians. <p>An occupational hazard anyone in any technically challenging field has to guard against is to make too many assumptions about the basic knowledge of folks who are affected by, but not totally interested in the field itself.</p>
<p>I received a very troubling email a few days ago from a gentleman with both active duty military times and CSRS (Civil Service Retirement System) credit who had retired and was suddenly slammed with a huge reduction in his CSRS annuity at age 62.  The old Catch 62 rule.  Surely the word has been out on that long enough, everyone should know, yes?  Well, based on personal experience and this excellent <a href="http://www.govexec.com/">Government Executive</a> article.  This is something that anyone retiring or someday planning to retire from Federal Service using time served in the military needs to carefully considers.</p>
<p>For attorneys with clients who may be relying on Federal annuities, this can not be ignored.  The basics are simple.  If a Federal employee has time served in the military which s/he intends to get credit for in computing their pension, the time in the military has to be “paid” for under either the CSRS or the FERS (Federal Employee Retirement System).  Employees who came aboard after 1982 have a simple choice.  They can pay the “contribution” due and get credit for the time upon retirement, or they can chose to not pay, and not get credit.  This, of course, will affect estate planning and divorce valuation of assets, but it’s somewhat straight forward … the bill is paid or it isn’t and the employee will get an annuity that both parties can readily determine.</p>
<p>But for those employees (Mostly under CSRS) who came aboard before 1982, there is often a huge, hidden, “Ticking Time Bomb”.  How huge?  Oh easily #1,000 a month or more.  Believe me, you don’t want to be advising clients or signing up to settlements when your estimates of monthly income are off by that much &#8230;or at least in my totally lay opinion you don’t.</p>
<p>The issue is this.  If an employee has time served in the military and s/he retires before age 62, the OPM (Office of Personnel Management) gives that employee credit for the military time served just as if s/he had been a civil service employee during those years.  A person retiring then at say age 50 with 10 years military service and 20 government service will be automatically credited with 30 years service, earning an annuity (in the cases of CSRS) of roughly 60 percent of  his or her top 3 salary.  So, no problem, just value and divide the pension based on the needs of the parties and Bob’s your Uncle.</p>
<p>Not so fast.  That employee may owe 7% of his or her total military compensation, plus interest) on those years of military service.  If not paid, at age 62, the annuitant’s benefit will be recalculated and he or she will only get an annuity based on 10 years of Federal Service … roughly a 20% pension.  Not many retirees can suffer a 40% reduction in their annuity, and a divorcee receiving a percentage of that annuity is going to see a big change in their check as well.</p>
<p>In most cases the Catch 62 contributions can not be made after retirement takes place … so if you have clients who might be affected, better make sure the teeth are removed from the Catch 62 jaws in advance.</p>

			<content:encoded><![CDATA[<p>A significant feature in holding on to a high credit status is actually the contents of your credit report. The credit report is very much the chronicle of your monetary life, encapsulated in a comprehensive file.</p>
<p>The credit report details the credit score, which is a numeric grade typically between 300 and 850. Most lenders use the credit score to help them make their mind up whether you are worthy of credit. Furthermore, the score is also used to conclude your capability of paying a loan. The credit report is significant and cleaning or holding on to a good credit report is very important to your monetary well-being.</p>
<p><b><u>Inside a Typical Credit Report:</u><b></p>
<p>In a credit report, the first item is generally your personal data. It includes your name, listed telephone numbers, previous and current addresses, reported differences of your Social Security Number, past and present employers and date of birth.</p>
<p>The details regarding your credit accounts follows your personal information record. This is also listed in detail and ordinarily includes loans, the maximum loan amount, and details of any joint account holders or co-signers. The credit report also includes a section, called &#8216;Inquiries&#8217;, which lists any person who has recently asked for a facsimile of the credit report.</p>
<p>There are some states, wherein the credit report includes public record data. These data can feature unpaid payments, bankruptcies or other judgments in the court. generally, these entries can remain for up to ten years and might adversely influence your odds of obtaining a loan.</p>
<p><b><u>How to Begin</u></b></p>
<p>Firstly, in order to clean your credit report, you will need to request a copy of the report. You ought to ascertain what is out of date or incorrect, after which you can tender a letter to the bureau requesting repairs to the data. This process could take a long time and you might be required to do quite a lot of follow-ups with each bureau before achieving a repair credit report. In spite of this, to execute this correctly, you must be aware of the details the credit agencies are allowed to report and the duration that they may report that data..</p>
<p>Requesting a credit report can be simply achieved as they are available to everyone. At least one free report may be requested by the consumer every year; this rule is also included in the Fair Credit Reporting Act (FCRA). Furthermore, the consumer is also permitted to obtain a free copy of his or her credit report every year from each of the three major firms dealing with credit reporting, namely Experian, TransUnion, and Equifax. However, if you have already obtained a facsimile of your credit report this year, you could be asked to pay an extra fee if you require another copy.</p>
<p>Once you have got your report, evaluate it carefully. Every point should be studied since bureaus may sometimes confuse names, addresses or employers. Most often, people who have common names have credit reports that might contain information from someone else of the same name.</p>
<p>Furthermore, it is crucial to perform a periodic check on your credit report. It is advisable to order a facsimile of the report once a year and dispute any possible inaccuracies. Always be meticulous in dealing with your payments and make sure not to make any late instalments. Time is of the essence and even minimum instalments should not be neglected. Remember that carefully managing your credit can add as much as fifty points to your credit score per year.</p>

<p>Were it not for a continuous flood of knowledgeable PC and network support staff, business in the United Kingdom (and around the world) would be likely to be brought to its knees. Therefore, there&#8217;s an ever growing demand for technically able people to support both the systems and the users themselves. Our country&#8217;s need for increasing numbers of skilled and qualified individuals grows, as we turn out to be vastly more reliant on PC&#8217;s in these modern times.</p>
<p>Any program that you&#8217;re going to undertake really needs to work up to a properly recognised exam as an end-result &#8211; and not some unimportant &#8216;in-house&#8217; plaque for your wall. The top IT companies such as Microsoft, Cisco, CompTIA or Adobe all have internationally renowned proficiency programs. These big-hitters can make sure you stand out at interview.</p>
<p>A capable and practiced advisor (in contrast with a salesperson) will talk through your current situation. This is vital for establishing the point at which you need to start your studies. If you have a strong background, or perhaps a bit of work-based experience (some industry qualifications maybe?) then it could be that your starting point will vary from someone who is just starting out. Commencing with a basic PC skills course first can be the best way to get up and running on your IT program, depending on your current skill level.</p>
<p>It&#8217;s clear nowadays: There&#8217;s no such thing as individual job security now; there&#8217;s only industry or sector security &#8211; any company is likely to fire a solitary member of staff whenever it suits the business&#8217; business interests. Whereas a quickly growing market-place, with huge staffing demands (as there is a big shortfall of fully trained people), creates the conditions for real job security.</p>
<p>A rather worrying UK e-Skills analysis demonstrated that more than 26 percent of all available IT positions remain unfilled mainly due to an appallingly low number of properly qualified workers. It follows then that for every four jobs that exist in computing, businesses can only locate trained staff for 3 of the 4. Highly skilled and commercially accredited new workers are thus at a resounding premium, and in all likelihood it will stay that way for many years to come. With the market developing at such a rate, it&#8217;s unlikely there&#8217;s any better market worth taking into account as a retraining vehicle.</p>
<p>Many companies only concern themselves with gaining a certificate, and completely avoid the reasons for getting there &#8211; getting yourself a new job or career. Always begin with the end in mind &#8211; don&#8217;t make the journey more important than where you want to get to. Never let yourself become part of the group who set off on a track that seems &#8216;fun&#8217; or &#8216;interesting&#8217; &#8211; and end up with a certification for an unrewarding career path.</p>
<p>You must also consider what your attitude is towards career progression and earning potential, and if you&#8217;re ambitious or not. It makes sense to understand what the role will demand of you, which particular exams are needed and how you&#8217;ll gain real-world experience. Have a conversation with an experienced industry professional that has a commercial understanding of the realities faced in the industry, and who&#8217;ll explain to you an in-depth explanation of what tasks are going to make up a typical day for you. Getting all these things right well before beginning a training path will save you both time and money.</p>
<p>A successful training program will incorporate Microsoft (or key company) exam preparation systems. As the majority of examining boards for IT are American, you need to become familiar with their phraseology. You can&#8217;t practice properly by simply answering any old technical questions &#8211; it&#8217;s essential that you can cope with them in the proper exam format. <p>Almost everyone over the age of consent has or wants a credit card these days and they are accepted almost everywhere. There are three major kinds of credit card very common in America. The first major sort of credit card is travel and entertainment cards such as American Express or Diners Card. These have to be paid completely at the end of the month and are liberal on spending limits.</p>
<p>The second major type of credit card is the bank card such as Visa, Master Cards, GM, and Ford cards distributed mainly by the banks. The bank defines the spending limit, which in bank parlance, is known as the credit line and each bank offers different terms and conditions. Banks offer a selection of payment methods: you may either pay the balance in full with no interest charges or pay the minimum or some part of the balance with a finance charge.</p>
<p>The other major sort of card is the retail store card, such as Sears, J.C. Penney, Shell or Mobil. These store cards and those issued by gas companies, which are usually known as fuel cards, are only taken in some countries. They usually do not carry annual fees. There is a large variance in the terms and conditions for these cards.</p>
<p>Different kinds of credit cards offer different options. Some are designed for individual consumers, while others are designed in ways that work best for small business needs. To know what sort of credit card fits your needs, you should review a few options.</p>
<p><u>How to Select your Credit Card.</u></p>
<p>Credit cards have become a part of everyday life for most people living in the western countries. It&#8217;s becoming increasingly impossible to avoid them, especially for business men. So, if this is the first time you are about to enter into the realm of credit cards, here are some of the basics you ought to look out for.</p>
<p>First, compare the interest charged on all the credit cards you are interested in. While the rate will not stay fixed for ever, it&#8217;s always best for novices to apply for the one charging the least interest.</p>
<p>Make sure you study the small print carefully, especially regarding the other charges that may be applied, like late-payment fees, annual fees, and whether there is a grace period, which is normally given before the finance charges are applied.</p>

<p>These days, many workplaces would be severely hampered were it not for support workers solving problems with PC&#8217;s and networks, while advising users on a constant basis. Because of the daunting complexities of technological advances, greater numbers of competent professionals are needed to run the various different areas we&#8217;ve become dependent on.</p>
<p>Without a doubt, the IT industry shows unparalleled opportunities. However, to investigate fully, which questions should we pose, and which are the most important considerations?</p>
<p>A typical blunder that many potential students make is to focus entirely on getting a qualification, rather than starting with the desired end-result. Schools are stacked to the hilt with unaware students who chose a course based on what sounded good &#8211; in place of something that could gain them the job they want. Don&#8217;t let yourself become part of the group that choose a course that sounds really &#8216;interesting&#8217; and &#8216;fun&#8217; &#8211; and end up with a certification for a career they&#8217;ll never really get any satisfaction from.</p>
<p>Be honest with yourself about what you want to earn and whether you&#8217;re an ambitious person or not. Usually, this will point the way to what precise accreditations will be required and what industry will expect from you in return. Always seek guidance and advice from a skilled professional, even if you have to pay a small fee &#8211; it&#8217;s considerably cheaper and safer to discover early on if a chosen track will suit, instead of discovering following two years of study that you&#8217;ve picked the wrong track and have wasted years of effort.</p>
<p>A lot of training providers will only provide support available from 9-6 (office hours) and sometimes later on specific days; It&#8217;s rare to find someone who offers late evening or full weekend cover. Avoid those companies that use call-centres &#8216;out-of-hours&#8217; &#8211; where you&#8217;ll get called back during typical office hours. It&#8217;s not a lot of help when you&#8217;ve got study issues and need help now.</p>
<p>It&#8217;s possible to find the top providers who give students online direct access support all the time &#8211; including evenings, nights and weekends. Always pick a trainer that gives this level of learning support. Because only round-the-clock 24&#215;7 support provides the necessary backup.</p>
<p>Students who consider this area of study often have a very practical outlook on work, and don&#8217;t really enjoy classrooms, and poring through books and manuals. If you identify with this, go for more modern interactive training, where learning is video-based. Our ability to remember is increased when multiple senses are involved &#8211; experts have been clear on this for decades now.</p>
<p>Search for a course where you&#8217;re provided with an array of CD and DVD based materials &#8211; you&#8217;ll learn by watching video tutorials and demonstrations, and then have the opportunity to fine-tune your skills in fully interactive practice sessions. It makes sense to see some of the typical study materials provided before you hand over your cheque. The minimum you should expect would be video tutorials, instructor demo&#8217;s and a variety of audio-visual and interactive sections.</p>
<p>Opt for physical media such as CD or DVD ROM&#8217;s if possible. You&#8217;re then protected from broadband &#8216;downtime&#8217; or slow-speeds.</p>
<p>Many certification companies are still using the rather old-fashioned idea of classroom lessons. Very often portrayed as a huge benefit, if you talk to a student who has had to attend a few, you&#8217;ll most likely hear about many or all of these issues:</p>
<p>* Loads of travelling &#8211; many trips and quite often hundreds of miles each time.</p>
<p>* Mon-Fri access to classes is the norm, and getting two to three days out of work causes a lot of problems for most working students.</p>
<p>* I think you&#8217;d agree that we usually think four weeks vacation allowance is barely enough. Sacrifice at least half of this for study classes and you&#8217;ll experience even more problems.</p>
<p>* Training events sometimes become quickly full, leaving us with the &#8217;2nd best&#8217; solution.</p>
<p>* Workshop pace &#8211; classes can contain trainees of varied abilities, therefore there is often tension between those that want to go quickly as opposed to the ones who need a little longer.</p>
<p>* Don&#8217;t disregard the increased cost of driving or taking public transport and several days accommodation either. This may well run to a lot of money &#8211; from hundreds to thousands. Take some time to add it all up &#8211; you may be surprised.</p>
<p>* The majority of attendees want their studies to remain private thus avoiding all come-back from their current employer.</p>
<p>* It&#8217;s very common for people to hide the fact that they want to raise a question &#8211; purely because they&#8217;re amongst other classmates.</p>
<p>* It&#8217;s a fact; classes are pretty much undoable, where you work or live away for days at a time.</p>
<p>It really does make more sense to take classes at your convenience &#8211; not your training provider&#8217;s &#8211; and employ videos of instructors with interactive virtual-lab&#8217;s. You can study anywhere you want. If you own a laptop, take in some fresh air in your garden as you study. Any issues that arise just logon to the 24&#215;7 support facility. Note-taking is gone forever &#8211; you have the lessons and accompanying information ready-made for you. If you need to cover something again, it&#8217;s all right there. The bottom line: Much less stress and hassle, saved money, and no wasted travelling time.</p>
<p>Have you recently questioned how safe your job is? For most of us, we only think of this after something goes wrong. However, the lesson often learned too late is that true job security is a thing of the past, for nearly everyone now. Wherever we find escalating skills shortfalls mixed with rising demand though, we generally locate a newer brand of security in the marketplace; where, fuelled by conditions of continuous growth, employers find it hard to locate the number of people required.</p>
<p>The computer industry skills-gap around the UK clocks in at roughly twenty six percent, as reported by the 2006 e-Skills survey. This shows that for every 4 jobs that exist in Information Technology (IT), we&#8217;ve only got three properly trained pro&#8217;s to fulfil that role. This worrying fact clearly demonstrates the requirement for more properly certified computing professionals in the country. It&#8217;s unlikely if a better time or market state of affairs will exist for gaining qualification for this rapidly emerging and developing business.</p>

Seek out help from a skilled advisor that appreciates the market you&#8217;re interested in, and who can offer &#8216;A typical day in the life of&#8217; synopsis of what duties you&#8217;ll be performing on a day-to-day basis. It just makes sense to understand whether or not this is right for you well before you jump into the study-program. What&#8217;s the reason in starting to train and then find you&#8217;ve gone the wrong way entirely.</p>
<p>We&#8217;d hazard a guess that you&#8217;ve always enjoyed practical work &#8211; the &#8216;hands-on&#8217; individual. Usually, the painful task of reading endless manuals is something you&#8217;ll make yourself do if you have to, but you&#8217;d hate it. So look for on-screen interactive learning packages if book-based learning really isn&#8217;t your style. Never make do with a lower level of service. Online 24&#215;7 support is the only kind to make the grade for computer-based learning. Maybe late-evening study is not your thing; usually though, we&#8217;re out at work during the provided support period.</p>
<p>Workshop days get pushed as a great facet by some certification companies. When you talk to the majority of computer industry students who&#8217;ve attended a few, you&#8217;ll likely realise that they&#8217;ve now become a waste of time as they hadn&#8217;t properly considered the following:</p>
<p>* Repeated visits to the centre &#8211; quite a distance away usually.</p>
<p>* If you&#8217;re working, then weekday events are difficult to make. You could be contending with two or three days together to make it worse.</p>

<p>* In a situation where running costs are very high, many trainers really push the size of the class &#8211; which is not ideal (increasing the ratio of students to teachers).</p>
<p>* The &#8216;pace&#8217; &#8211; workshops normally contain trainees of varying skill, so tension can be created between students with more background knowledge and those with less experience.</p>
<p>* Soaring travel costs &#8211; driving or taking public transport to the training college and of course accommodation over-night can really add up every time you have to go. If you only assumed 5-10 workshops costing around 35 pounds for an over-night room, plus a petrol cost of 40 pounds and 15.00 for food, we find an extra 450-900 pounds of hidden costs on top.</p>
<p>* It&#8217;s important to maintain privacy. We should never risk giving up any lift up the ladder at our current place of work while we retrain.</p>
<p>* Every one of us must, at some time, have avoided asking a question, because we wanted to maintain the illusion that we did, in fact, understand?</p>
<p>* There are those of us who sometimes live away for part of the week, imagine the trouble involved in getting to the needed classes, when time is at a premium.</p>
<p>For a far more flexible approach, exploit ready-made, videoed classes in the comfort of your own chosen environment &#8211; and do it when it&#8217;s convenient to you &#8211; not anybody else. Do them at home on your PC or if you have laptop, why not get outside if the weather&#8217;s nice. Any questions; then make use of the 24&#215;7 support (that we hope you&#8217;ll insist on with any technical courses.) Repeat lessons and modules whenever you feel you need to &#8211; the more times you cover something &#8211; the more you&#8217;ll remember. And no worrying about keeping up with note-taking either &#8211; it&#8217;s all provided. Could it get any simpler: No wasted time or money, travelling is avoided; plus you&#8217;ve got a much more peaceful study setting.</p>
<p>IT has become one of the most thrilling and changing industries that you can get into right now. Being up close and personal with technology is to be a part of the massive changes shaping life over the next few decades. We&#8217;re only just starting to understand how all this change will affect us. The way we correlate with the world as a whole will be profoundly affected by computers and the internet.</p>
<p>And don&#8217;t forget that typical remuneration in the IT industry across the UK is a lot better than remuneration packages in other industries, which means you&#8217;ll most likely gain noticeably more once qualified in IT, than you would in most typical jobs. Due to the technological sector emerging nationally and internationally, it&#8217;s looking good that the need for professionally qualified and skilled IT workers will continue to boom for years to come.</p>
