COAP
COAP — Court Order Acceptable for Processing. This is the primary document used to divide Federal (CSRS or FERS) reirement annuities (pensions). Many attorneys ride roughshod over this area of the law, even referring to the COPA as a QDRO — Qualified Domestic Relations Order — typically used to divide non-Federal pensions. But the similarity ends with the intended purpose. You can NOT send a QDRO to do a COAP’s job … in fact doing so is one of the primary problems reported by folks havng trouble getting their Federal annuity divisions satisfactorily completed.
